    BORDA, our long-time partner, was in charge of supporting the Afghanistan Urban Water Supply and Sewerage Corporation (AUWSSC) and the Government of the Islamic Republic of Afghanistan (GoIRA) in the development of City Sanitation Plans of five Afghan cities within the USAID-supported project “Afghan Urban Water and Sanitation Activity”. As a result, our Afghan colleagues in BORDA, with whom we had already offered a Sustainable Sanitation and Water Management SSWM-Training Course in Kabul in 2018, contacted us to prepare a set of recommendations to strengthen the enabling environment for the provision of sustainable sanitation services.

    Our short assignment aimed to contribute to the preparation of the City Sanitation Plans by shedding light on the current functions that enable governments and public and private partners to engage in a sustained and effective sanitation service delivery development process in five Afghan cities (Mazar-e-Sharif, Herat, Jalalabad, Kandahar and Kunduz).

    To fulfil our task, we conducted the following activities:

     

    Explore and discover

    • Definition of enabling environment with its components: policy, legal framework, economic tools, and awareness-raising.
    • Definition of the independent variables for the existence or not of an enabling environment for the three sanitation scenarios: non-sewered, sewered and decentralized systems in gated communities.

     

    Co-create and design

    • Preparation of methodology for data collection.
    • Backstopping support to the national team during the detailed assessment.
    • Preparation of the complete report of the enabling environment status of three sanitation scenarios.
    • Preparation of recommendations to strengthen the enabling environment for the successful implementation of three sanitation systems.
