    The TVET (Technical and Vocational Education and Training) system in Bosnia and Herzegovina faces many challenges. TVET-related reforms in BiH are progressing slowly across all levels of governance. The system is governed by 14 educational authorities responsible for overseeing developments at the state, entity, cantonal, and district levels. In addition, TVET faces challenges due to weak structured dialogue between the education sector and the economic sector, which is a prerequisite for high-quality, industry-relevant, dual-oriented TVET and human capital development in general.

     

    Furthermore, the absence of a systematic approach and functional mechanisms hinders structured social dialogue and limits the potential of TVET to contribute to sustainable economic growth, competitiveness, and societal resilience. This has led to a shortage of qualified workers and well-paying jobs, as well as low productivity, limited competitiveness, and a slow transition towards Industry 4.0.

    The project “Strengthening the Technical and Vocational Education and Training System in Bosnia and Herzegovina”, funded by the Swiss Agency for Development and Cooperation and implemented by GOPA Worldwide Consultants, aims to improve the effectiveness, relevance, and sustainability of vocational education and training in Bosnia and Herzegovina. The project focuses on achieving efficient and SMART TVET governance by strengthening the roles of all relevant actors on both the demand and supply sides, fostering structured cooperation, and applying evidence-based policymaking principles.

    Our role as seecon within the project is to transfer Swiss experience in dual VET to Bosnia and Herzegovina through the following key activities:

     

    Explore and discover

    Under the supervision of the Project Team, seecon is responsible for:

    • Selecting and presenting a report on good practices of public-private partnerships (PPPs) in TVET from at least three EU countries and Switzerland.
    • Applying PPPs in TVET and exploring potential and interest (from the company side) in BiH, together with local experts.
    • Providing conclusions and recommendations towards a comprehensive implementation of PPPs in TVET applicable in BiH.

     

    Reach and connect

    • seecon, in cooperation with local experts, will provide a compendium of good practices and develop an IGA Toolkit applicable to Vocational Education and Training (VET) schools in BiH.
